Bihar TRE 3 Paper Leak: MBBS Doctor Arrested Two Years After Exam as EOU Nabs 296th Accused

More than two years after the Bihar Public Service Commission (BPSC) Teacher Recruitment Examination (TRE 3.0) was cancelled over an alleged paper leak, the Bihar Police's Economic Offences Unit (EOU) has arrested an MBBS doctor accused of being part of the conspiracy. The arrest, announced on July 28, 2026, brings the total number of accused apprehended in the case to 296, according to the EOU.

The accused, Dr. Dhirendra Kumar, was arrested during the course of the investigation into the alleged paper leak. The EOU said the arrest marks another step in its ongoing probe into one of Bihar's largest alleged recruitment examination fraud cases.

According to the EOU, Dr. Kumar was allegedly involved in the conspiracy to leak the BPSC Teacher Recruitment Examination (TRE 3.0) paper and facilitate the selection of candidates in exchange for money.

The agency alleged that the doctor was promised ₹50,000 for every candidate he arranged through the network. Investigators further claimed that two to three days before the examination scheduled for March 15, 2024, he took around 30 candidates from Patna to a hotel in Hazaribagh, Jharkhand, where they were allegedly provided access to the leaked question paper before the examination.

These allegations are part of the EOU's ongoing investigation and have not been adjudicated in court.

According to Telangana Today, the EOU said its investigation found that Dr. Kumar was associated with the son of Sanjeev Kumar Singh, also known as Sanjeev Mukhiya, whom investigators have identified as the alleged mastermind in the NEET-UG 2024 paper leak case. The NEET-UG investigation is currently being conducted by the Central Bureau of Investigation (CBI). EOU said:

According to the EOU, Sanjeev Mukhiya is also wanted in several other criminal cases. Investigators are examining whether the alleged connections indicate a broader network involved in examination-related fraud.

According to the EOU, Dr. Kumar completed his MBBS from Nalanda Medical College and Hospital (NMCH), Patna, in 2021. He later worked as a government doctor in Bihar's Kaimur district before resigning from the position.

Officials said he is currently preparing for postgraduate medical studies.

The controversy began on March 15, 2024, when the Bihar Public Service Commission (BPSC) cancelled the Teacher Recruitment Examination (TRE 3.0) after allegations surfaced that the question paper had been leaked before the examination.

Following the cancellation, the Bihar government transferred the investigation to the Economic Offences Unit, which launched a probe into the alleged paper leak and the network suspected of facilitating it.

Since then, investigators have arrested candidates, alleged brokers, facilitators, and other suspects while examining digital evidence, financial records, communication records, and witness statements.

With the latest arrest, the total number of accused in the alleged BPSC TRE 3 paper leak case has risen to 296.

The EOU said the investigation remains ongoing and that it is continuing to identify individuals who may have participated in planning, facilitating, or benefiting from the alleged paper leak. Officials have indicated that further arrests are possible as additional evidence is examined.
