UP’s Pharma Park in Lalitpur Expected to Draw Over ₹12000 Crore Investment

Uttar Pradesh is aiming to establish itself as one of India’s top pharmaceutical hubs. One of the state’s landmark projects—a fully state-backed Bulk Drug Pharma Park in Lalitpur—is expected to draw over 12000 crore investments and position UP alongside pharma giants like Gujarat and Andhra Pradesh.

What’s the Project About

UPSIDA (Uttar Pradesh Industrial Development Authority) is developing a pharma park on 1,472 acres in Lalitpur, with phase one covering 353 acres already underway. Fully funded by the state government, the project aims to build a robust base for bulk drug and API manufacturing.

Lalitpur was chosen for its industrial readiness, policy support—including expedited environmental clearances—affordable land, and strong logistics. Its proximity to the Jhansi node of the Defence Corridor adds further advantage.

All project land is already under UPSIDA’s possession, with infrastructure upgrades ongoing via PWD, power discoms, and partnerships with IIT and DRDO. The park is expected to be operational in 2 to 2.5 years.

What Makes the Pharma Park Unique

This isn’t just another industrial zone—it’s a state-of-the-art hub with underground utilities, plug-and-play infrastructure, climate-controlled warehouses, and zero liquid discharge wastewater treatment to prevent pollution. The site also features steam and solvent recovery systems, CCTV surveillance, accommodation facilities, and in-house training centers.

How the Project Will Take Shape

UPSIDA CEO Mayur Maheshwari, in conversation with Press Trust of India, said the authority is fully prepared in infrastructure and execution, and aiming to position the park among India's best.

To achieve this, UPSIDA is collaborating with Assystem India Limited, experienced in pharma park development, including projects in Vizag and the private sector.

We aim to surpass the best in India, we are working with Assystem India Limited, known for their work on pharma parks in Vizag and other private sector projects. We are fully ready in terms of infrastructure, planning, and execution to make this the country's top pharma park.

Investor roadshows held in Ahmedabad, Chandigarh, and Hyderabad have already generated strong interest. A similar event is planned in Mumbai next.

Economic Impact and Early Investments

The park is expected to create about 14,000 direct and indirect jobs, boosting Bundelkhand’s economy and advancing Uttar Pradesh’s goal of a USD 1 trillion economy.

At an outreach event in Ahmedabad, UPSIDA signed Memorandums of Understanding (MoUs) with major pharma and healthcare companies.

Some early commitments include:

  • CSL Life Sciences Pvt. Ltd.: ₹200 crore to set up an IV bottles and oral solid dosage (OSD) plant on 5–7 acres, expected to employ 250 people and be operational within two years.

  • MediHealth Diagnostic Pvt. Ltd.: Healthcare unit on 4,200 square meters in Lalitpur.

  • Gaman Irradiation: ₹35 crore for a skin treatment and irradiation facility. Along with MediHealth, the two are expected to generate about 150 jobs in 2–3 years.

  • Obmed Pharma: ₹200 crore formulation unit on 5 acres, creating about 100 jobs and starting within two years.

These investments underline the project’s growing momentum and promise for regional economic growth.

The Road Ahead

This Bulk Drug Pharma Park marks a major step for Uttar Pradesh’s pharma ambitions. With strong state support, advanced infrastructure, and rising private investment, the project promises jobs, economic uplift, and a stronger role for UP in India’s pharmaceutical sector.
