A Class 12-pass man posing as a doctor was arrested in Gurugram after a Health Department decoy raid uncovered an alleged illegal abortion clinic operating in Ghata village. According to The Indian Express, Kamal Mahato, 27, allegedly accepted ₹1,200 in pre-recorded currency notes from a pregnant decoy patient before handing her a Medical Termination of Pregnancy (MTP) kit and instructing her on how to use the tablets.

The raid at Kamal Clinic followed a tip-off received by the Gurugram Civil Surgeon's office alleging that illegal abortion services were being offered from the unregistered facility. The clinic was raided on Sunday, and Mahato was formally arrested on Monday after Health Department officials handed him over to police, The Indian Express reported.

According to The Indian Express, the Health Department formed a team led by PCPNDT Nodal Officer Dr. Devender Singh Solanki and MTP Nodal Officer Dr. Harish Kumar after the Gurugram Civil Surgeon's office received a tip-off about suspected illegal abortions at Kamal Clinic. A pregnant woman who consented to act as the decoy patient entered the clinic carrying ₹1,200 in pre-recorded currency notes supplied by officials.

After Mahato allegedly accepted the money, the woman gave the pre-arranged signal, prompting officials to raid the clinic. Dr. Devender Singh Solanki stated in his police complaint, "The accused demanded the money, handed her an 'Unwanted-Kit' MTP medicine, and explained the procedure to administer the tablets to terminate the pregnancy." Officials recovered the marked currency, another MTP kit, medicines, and medical equipment. They also said Mahato failed to produce a recognized medical qualification, registration under the Medical Termination of Pregnancy (MTP) Act, patient records, or purchase and sale documents for the medicines stocked at the clinic.

Medical termination of pregnancy is legally permitted in India under the Medical Termination of Pregnancy (MTP) Act but must be carried out by qualified registered medical practitioners at approved facilities. When abortion medicines are provided without proper medical assessment or follow-up, women may face complications such as heavy bleeding, infection, incomplete abortion, or delayed emergency treatment.

According to The Times of India, officials said that when asked to produce his qualifications during the raid, Kamal Mahato disclosed that he had studied only up to Class 12. They further stated that neither he nor Kamal Clinic was registered under the Medical Termination of Pregnancy (MTP) Act.

According to The Indian Express, Kamal Mahato has been booked under the Medical Termination of Pregnancy Act, the National Medical Commission Act, the Drugs and Cosmetics Act, and Sections 125 and 318(4) of the Bharatiya Nyaya Sanhita. A senior police officer told PTI, "We are questioning the accused and further investigation underway."

The arrest is part of Gurugram's ongoing action against unauthorized medical practitioners and illegal abortion networks. According to The Indian Express, the Health Department recently worked with authorities in Bijnor, Uttar Pradesh, to dismantle an interstate sex determination and illegal abortion racket. In May, officials also arrested a consultant radiologist during a raid at Aayu Hospital.
