The Medical Counselling Committee (MCC) has announced several reforms for the NEET UG and NEET PG 2026 counselling process, introducing a more digital and streamlined admission system. The changes include one-time physical reporting, online verification for upgraded seats, online resignation, digital NRI admissions, and enhanced facilities for Persons with Benchmark Disabilities (PwBD).
The reforms were announced by the Ministry of Health and Family Welfare following a review meeting on the preparedness for NEET UG and PG counselling chaired by Union Health Minister Jagat Prakash Nadda. According to the ministry, the measures are aimed at improving transparency, simplifying admissions, and reducing inconvenience for candidates.
The revised counselling process will be implemented for admissions conducted by the MCC, including 15% All India Quota (AIQ) MBBS and BDS seats, AIIMS, JIPMER, ESIC, central universities, deemed universities, and other participating institutions.

One of the most significant reforms is the introduction of one-time physical reporting.
Previously, candidates who accepted a seat and were later allotted an upgraded seat in subsequent rounds often had to physically report again at the newly allotted institution. Under the revised system, candidates will complete physical reporting only once during the counselling process.
If a candidate receives an upgraded seat in a later round, the remaining admission formalities and verification will be completed online, eliminating the need for repeated visits to medical colleges.
According to the Health Ministry, the measure is expected to reduce unnecessary travel, paperwork, and inconvenience for students and their families.
The MCC has also digitised the seat upgradation process.
Candidates opting for seat upgrades after accepting an allotted seat will no longer need to visit their allotted medical college solely for document verification. Instead, eligible candidates will undergo online verification and digital processing before joining their upgraded institution.
The change is expected to make transitions between counselling rounds smoother while reducing repeated physical reporting.
The revised counselling process also allows candidates to resign from their allotted seats online.
Earlier, candidates generally had to visit the allotted college in person to surrender a seat. Under the new system, they can complete the resignation process directly through the MCC counselling portal, eliminating the need for physical reporting solely for resignation.
The MCC has introduced a fully digital admission process for candidates applying under the Non-Resident Indian (NRI) quota.
Applicants can now upload all required documents online for verification instead of submitting them physically. The digital process is expected to make admissions easier for eligible NRI candidates while reducing documentation delays.
The reforms also include measures to improve accessibility for Persons with Benchmark Disabilities (PwBD) during the counselling process.
According to the Health Ministry, the revised system introduces improved digital facilities and streamlined procedures to make counselling more accessible and convenient for PwBD candidates.
The Health Ministry has directed participating medical colleges and counselling authorities to provide clear and updated information on seat availability, fee structures, admission rules, and other important counselling details.
The move aims to help candidates make informed choices during counselling and improve transparency throughout the admission process.
To ensure smooth implementation of the revised counselling system, the MCC has conducted training sessions for state counselling authorities, participating medical colleges, and other stakeholders.
The sessions familiarised officials with the new online processes before the commencement of counselling.
The detailed NEET UG and NEET PG 2026 counselling schedule is yet to be released. The MCC is expected to publish the official counselling timetable on its website in the coming days.
