In a historic decision, Himachal Pradesh has joined Uttarakhand and Madhya Pradesh as the third state in India to regulate cannabis cultivation for both medicinal and industrial purposes. The initiative, approved during the state cabinet meeting held in Dharamshala, Kangra district, on Friday, is expected to boost the state’s annual revenue by Rs. 500 crores.
The state has identified regions like Kullu, Manali, Mandi, Chamba, Shimla, and Sirmaur as suitable for cannabis cultivation due to their favorable climatic conditions. These areas are known for the natural abundance of agro and cannabis plants, making them ideal for the new initiative.
To streamline cannabis cultivation, the state cabinet has authorized a pilot program in collaboration with Chaudhary Sarwan Kumar Krishi Vishvavidyalaya, Palampur, and Dr. YS Parmar University, Nauni. The agriculture department will supervise the program and develop guidelines to ensure its success.
The program emphasizes the cultivation of low-narcotic cannabis species with THC content below 0.3% to prevent misuse. Seed banks will be established for licensed farmers, ensuring the availability of high-quality seeds. Advanced laboratories will also be set up for seed production to maintain industry standards.
The revenue department has been given six months to draft detailed guidelines and standard operating procedures (SOPs). These will include measures to regulate cultivation, ensure compliance with pharmaceutical requirements, and monitor THC levels.
To facilitate the cultivation program, the state will amend the Himachal Pradesh Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1985. Strict regulations, including the appointment of special excise officers, will be enforced to monitor and control the cultivation process.
A committee, led by Revenue Minister Jagat Singh Negi, conducted field visits to Madhya Pradesh and Uttarakhand to study non-narcotic cannabis cultivation practices. Based on their findings, the committee submitted a report on September 22, 2023, recommending cannabis cultivation for medicinal and industrial purposes under section 14 of the NDPS Act.
By embracing regulated cannabis cultivation, Himachal Pradesh aims to tap into the growing demand for medicinal marijuana in the pharmaceutical industry. The initiative is poised to transform the state's economy while ensuring stringent measures to prevent misuse.
