How Did a Donkey Get a Nursing Certificate in MP? MPNRC Faces Questions Over Online Verification and Fake Documents

A donkey has secured a nursing certificate from the Madhya Pradesh government. According to the reports, the donkey’s photo was uploaded on the official portal, his personal details were meticulously filled in the online form. A few blank documents were uploaded as proof of education. After the payment of the application fees, the regulatory authority issued a provisional certificate to the donkey.

Who Filed the Donkey’s Nursing Registration Application at MPNRC?

The flimsy application was filled by Ravi Parmar. who is the MP Vice President of National Students Union of India, the student wing of Congress.

In the application form, Parmar filled in the father’s name as ‘Donkey Father’, Religion as ‘Other’, caste as ‘Animal’ and an address along the lines of ‘wherever there is space’. He also uploaded an AI generated image of a donkey on the application form.

After paying an online fee of Rs. 2,050, a certificate was issued to the donkey on September 25. The certificate stated that the donkey completed BSc Nursing training from Bhopal Nursing College between July 16, 2021, and August 13, 2025. The certificate also stated that the donkey was a “Registered Nurse and Registered Midwife” and that the registration was valid till 2031.

The MPNRC also issued the registration number ‘AI – 74561, DII – 73911’ to the fake donkey applicant. The certificate also stated that it was valid for five years, from 25/09/2026 to 24/09/2031.

NSUI stated that such irresponsible functioning of the state government-run MPNRC needs to be audited immediately. “It is not even by mistake or any typing error that the MPNRC issued the registration certificate to a donkey, as all the details in the online application form were actually filled as donkey and donkey father only,” Viraj Yadav, the NSUI national spokesperson, told The Statesman on Tuesday

What Did MPNRC Say About the Donkey’s Provisional Nursing Certificate?

A provisional registration certificate goes through a verification process and could be cancelled within 7 to 15 days if fraudulent photographs, information, or documents were detected.

“There is a difference between provisional registration and permanent certification. This provisional registration is subject to verification by the Council. Essentially, anyone doing this (registering a donkey) is committing fraud,” she said to NDTV.

What Documents Did MPNRC Require Under the Earlier Nursing Registration System? 

Under the earlier registration system, applicants had to submit a wider range of educational documents that included Class 10 and 12 marksheets, nursing course completion documents, provisional degrees or diplomas, and marksheets for different academic sessions. These documents were subject to verification and authentication by the authority.

How Does the New MPNRC Online Registration System Work? 

According to the MPNRC head, the new online registration system was introduced to reduce paperwork and eliminate middlemen. Applicants are required to upload their documents on the portal to receive a provisional registration, with verification to follow. 

However, the council has maintained that applicants are responsible for the authenticity of the information and documents they submit. 

Parmar said the application showed arbitrary marks and roll numbers for the Class 10 and Class 12 examinations. It named Bhopal Nursing College and Bhopal Memorial Hospital and Research Centre as training institutions. According to him, blank sheets had been uploaded instead of certificates confirming completion of the nursing course or the award of a degree or diploma. He said the certificate was generated about five minutes after he submitted the application and paid the fee.

What Changes Are Planned After the Donkey Nursing Certificate Incident?

Following this incident, the online registration service was temporarily taken off the portal. According to the officials, additional safeguards were being introduced to improve the facility. Also, the applications and documents that were already processed would be examined again.

The council is also planning a data-exchange mechanism involving DigiLocker. According to the report, documents attached to registration applications are required to be verified by the concerned college principal.

The council is also planning to lodge an FIR against the person responsible for submitting the fraudulent information.
