

The Haryana government has decided to initiate disciplinary proceedings against six doctors in Rewari over alleged irregularities in the inspection of flex boards installed at Health and Wellness Centres (HWCs) under the Ayushman Bharat Scheme.
The decision was communicated by the office of the Additional Chief Secretary (Health) on July 9, 2026, following an inquiry into the procurement and inspection of flex boards carried out during 2022–23. The inquiry alleged that the inspection committee certified the flex boards without physically verifying their installation at the designated Health and Wellness Centres.
According to the government communication, the Director General of Health Services (DGHS), Haryana, has been directed to prepare charge sheets against the doctors under Rule 7 of the Haryana Civil Services (Punishment and Appeal) Rules, 2016. The draft charge sheets must be vetted by the Assistant District Attorney (ADA) before being submitted to the government within 15 days.
The disciplinary action has been approved against the following members of the inspection committee:
Dr. Rajbir Singh, then Deputy Civil Surgeon, Rewari
Dr. Ashok Kumar, Deputy Civil Surgeon
Dr. Jogender Tanwar, Deputy Civil Surgeon
Dr. Deepak Verma, Medical Officer
Dr. Rajneesh, Medical Officer
Dr. Abhishek Rao, Medical Officer
The doctors were part of the committee constituted to oversee the purchase and inspection of flex boards meant for installation at Health and Wellness Centres under the Ayushman Bharat Scheme.
According to the inquiry, the committee allegedly inspected the flex boards at the office of the Civil Surgeon, Rewari, instead of physically verifying whether they had been installed at the respective Health and Wellness Centres.
The alleged irregularities surfaced during the government's inquiry into the procurement and inspection process. Based on the findings, the state government has decided to initiate departmental proceedings against the committee members.
The Haryana government has also ordered action against the printing agency involved in the project.
According to the official communication, Yadav Print Art, Rewari, will be blacklisted, and its security deposit will be forfeited. The inquiry found that the firm allegedly violated the terms and conditions of the tender after receiving payment before completing the installation of the flex boards at the designated Health and Wellness Centres.
As per the government's directions, the Director General of Health Services will complete the charge-sheet process after legal vetting and submit it to the state government for further action.
