According to reports, the accused man had studied only up to class 12 and had earlier worked as a helper at a hospital in Bihar.

In February 2025, he received the first instalment of Rs 38.25 lakh on a project worth Rs 3.82 crore. He allegedly got sanctioned for this project by Southeastern Coal Field Limited. The project was for tuberculosis screening of 50,000 people.

According to the investigators, it was found out during sample verification that 520 out of 543 records relating to the beneficiaries in Bilaspur were unverifiable. The samples were checked through Aadhaar cards, and most of them were unverified. Hence, it was alleged that the project's beneficiary data was made up.
