The Delhi government has amended the Delhi Registration of Births and Deaths Rules, making it mandatory to mention the cause of deaths occurring outside hospitals. This move aims to provide more accurate data on deaths in the national capital.

Doctors issuing medical certificates for domiciliary deaths, which must be submitted along with other documents while applying for death certificates.

This change follows the amendment in the Registration of Births and Deaths Act, 1969, by Parliament last year, which prompted all states to make changes to their rules.

The Delhi government has framed the Registration of Births and Deaths (Amendment) Rules, 2024, which was notified in a gazette. Additionally, the amendment brings clarity on who can inform the registrar about non-institutional adoptions and surrogacy. The amendment also introduces a new format for reporting , which includes details such as the cause and place of death, and whether the death was due to natural causes or accident. The new format will help in collecting more accurate and detailed data on deaths in Delhi.

The certificates issued for births on or after October 1, will be the only documentary proof for availing various government services like admissions to educational institutions, applying for driving licenses, voter registration, and applying for government jobs.

The Delhi government has also made it mandatory for hospitals and nursing homes to report all births and deaths to the registrar within 21 days.

The amendment also provides for the issuance of a certificate of birth or death in electronic form, which can be downloaded from the website of the registrar. This move aims to make it easier for people to access their birth and death certificates, and to reduce the need for physical documentation.
